Valerian

Valeriana officinalis. 

Perennial in zones 4-10. Germination: 65°F, 21-30 days. Transplant. Sun or part shade. 48-60 in. During the second year   produces white umbel flowers. The root has been shown to be an effective sedative.  This plant will naturalize easily.
